投资城镇化、共筑中国梦——新电梯中国主编新年寄语

"两横三纵"城市化战略格局

诺贝尔经济学奖获得者、前世界银行副行长斯蒂格利茨曾说过：“中国的城镇化与美国的高科技发展将是影响21世纪人类社会发展进程的两件大事。”

关于中国的城镇化，在共产党的十八大及中央城镇化工作会议中都指出：城镇化是未来中国经济社会全面健康持续发展的重要战略和核心战略，投资城镇化将是中国企业最大的投资机会。
《国家新型城镇化规划》提出了人的城镇化，城市群和小城镇建设，产业升级及产业兴城，城乡一体化，绿色城市、智慧城市和人文城市，城镇化投融资机制改革，城镇化示范试点等新型城镇化发展目标和具体任务。
一、了解城市群的工作重点在哪里？
已基本建成的11个城市群，包括珠三角、长三角、京津冀、山东半岛、辽宁半岛、长江中游、中原、成渝、关中、海峡西岸、海峡东岸。
正在建设的14个城市群，包括武汉城市群、长株潭城市群、江淮城市群、呼包鄂城市群、兰州城市群、乌昌城市群、黔中城市群、银川城市群、拉萨城市群、太原城市群、石家庄城市群、滇中城市群、环鄱阳湖城市群、南宁城市群。
7个潜在城市群，包括豫皖城市群、冀鲁豫城市群、鄂豫城市群、徐州城市群、浙东城市群、汕头城市群、琼海城市群。其中，豫皖城市群、冀鲁豫城市群、鄂豫城市群均属于区域级城市群，豫皖城市群包含城市：阜阳、亳州、商丘、周口；冀鲁豫城市群包含城市：安阳、鹤壁、濮阳、聊城、菏泽、邯郸；鄂豫城市群包含城市：信阳、南阳、襄樊、随州、驻马店。
到2030年，32个城市群将建设成熟，城市群人口达8亿左右，城市带人口达12亿左右。
2015年国家将重点提高东部城市群综合交通运输一体化水平，推进中西部城市群内主要城市之间的快速铁路、高速公路建设。投资机遇主要体现在“长江经济带”、“京津冀一体化”、“一路一带”以及城镇化。
二、小城镇化工作的误区和德国的示范
小城镇化不是城市化，不是人口向大城市迁移，而是学习德国的小城镇发展经验。在德国的50-60年代，工业机械化操作进入农业，农产品加工工厂也建在农村，比如：生产出来的小麦、玉米制作成面包，面包也出口，进入商品流通环节。从2000年到2010年，德国的这些城镇人口又提高农业加工产品的品质控制、品牌化发展、建成交易平台，这就是为什么德国的奶粉可以卖到300元一袋，一个是质量，一个是品牌，还有商贸的因素。从2010年到2020年，德国的农业产品的一个趋势是所有的产品农户可以自己控制，所有的生产都有生产地标注，甚至什么味道也写得很清楚，让消费者知道产品的信息权利特别大。德国的农业产业人口平时居住、工作在农村，购物或者周末消费、娱乐等就到小镇上去，小镇是聚集的地方。从农村到小镇，有的步行、有的骑车、有的开车，炭排放要远远小于在大城市生活。即舒适又环保。据数字显示：建筑能耗人多比人少的地方要高出1.5倍以上，北京这样的大城市交通能耗是小城镇的7倍，因此中国要发展更需要小城镇，缩小城乡差别，对资源环境合理配置。
中国政府正在推进政府与社会资本的合作模式，支持新型城镇化建设。2015年小城镇试点示范将围绕建立农业转移人口市民化成本分担机制、多元化可持续的城镇化投融资机制、降低行政成本的设市模式、改革完善农村宅基地制度。将在不同区域开展不同层级、不同类型的试点。
建设部有关官员曾到德国调研，德国3%是农业人口，97%住在小城镇，70%人口住在1万以下的小城镇。与中国正好相反，中国的富裕人口大多住在大城市。在德国的巴伐利亚州小城镇有18个，10平方公里相当于中国的村，相隔3-4公里。中国的城镇化发展是到农村去，把农村发展好、环境搞好、建好农民生活圈，让农村人口有幸福感、安居乐业。
三、创新带动发展
从世界的形势看，奥巴马推美国兴建高科技制造中心，将分别在芝加哥和底特律建造两家先进的高科技制造业中心（数字制造与设计创新中心和轻量级现代金属制造中心）。至此，奥巴马政府已经在全国建立了4家为推动制造业复苏而设立的先进制造业中心，其中包括以3D打印技术为核心的国家增材制造业创新中心，以及电子电力制造中心。据悉，2014年美国还计划建造一个复合材料制造业中心。
中国电梯先行企业已经自觉地融入到创新发展中，上市公司江南嘉捷在苏州某小学校向孩子们展示世界最新技术3D打印，可以想见江南嘉捷已经拥有3D打印研究中心并且努力践行到实际制造中。3D打印不仅美国独有，中国浦东已经有实体打印的房屋、假牙、眼镜也可以3D打印出来，越来越多的3D打印产品应用在我们周围。新时达、康力向机器人领域发力，提高中国机器人制造、应用水平，中国的制造会更具竞争力。在电梯研究方面，通力电梯革命性的碳纤维绳索的研制成功，蒂森克虏伯全球首创的ACCEL运输系统、MULTI无缆电梯系统的成功开发，都将助力全球城市化，为电梯行业带来更广阔的发展空间。随着中国产业升级和以人为本的发展重心，电梯将更舒适、更便捷、更美好。

Invest On Urbanization, Build Chinese Dream – New Year Wishes from Editor of CNLift China

President, once said: "Urbanization in China and high-tech development in the United States will be two
major events in the development of human society in the 21st century."
about China's urbanization, the 18th CPC National Congress and Central Organization Work Conference
point out that urbanization is an important strategic and also core strategy for healthily sustainable
development of China's economy and society in the future, and investment in urbanization will be the
largest investment opportunities for Chinese corporations .
"National New-Style Urbanization Plan" proposes ideas of human’s urbanization, the urban cluster and
construction for small towns, industrial upgrading and develop a town by its industry, urban and rural integration,
bio-city, smart city and cultural city, reform of investment and financing system on urbanization, urbanization
demonstration spot and other new goals and tasks for urbanization development.
Knowing the focal points of the urban groups:
Established urban groups are 11,listed as Pearl River Delta,Yangtze River Delta,Beijing Tianjin and Hebei
Area,Shandong Peninsula,Liaoning Peninsula etc..
Establishing urban groups are 14,such as Wuhan urban group,Lanzhou urban group,Nanning urban group etc..
Potential urban groups are 7,as they are respectively in Henan Province,Hebei Province,Zhejiang Province,
Guangdong Province and Hainan Province.
These 32 urban groups will be mature enough to hold a population of 800 million in the group and 1.2 billion
in the city belts in 2030.
Government will place emphasis on comprehensive transport integration in the eastern urban groups,and
simultaneously boost the construction of inter-city express rail and express way in the western urban groups.
Investment opportunities mainly embody the
Yangtze River Economic Zone,Integration of Beijing Tianjin and Hebei,One Belt And One Road and urbanization.

Misconceptions in Urbanization and Demonstration of Germany
Urbanization,instead of population migrating to metropolis,is learning the experience how towns grew up in
Germany.In 50s to 60s,Germany had its mechanical operation enter its agriculture,with agricultural processing
plants also built in rural area,which facilitated processed agricultural products such as bread into the circulation
of commodities.In the first 10 years if the 21th century, the workforce in German towns were raising the quality,
developing the brand and setting up trading platforms.And the quality,brand and trading elements makes one
bag of milk powder made in Germany selling 300 yuan in China.From 2010 to 2020,the agricultural trend in
Germany is that providers can control the whole processing chain of their products,like originals and flavors,
which tells buyers everything.Rural people in Germany are used to living and working in countries but shopping
and entertaining in towns.People walk,cycle or drive to towns,which lowers their carbon emission compared to
large cities,making them comfortable and environmental.Data show that building energy consumption in large
cities is 1.5 times as high as rural places.The transportation energy consumption in metropolis like Beijing is 7
times higher than towns which means China needs more more towns to narrow the gap between urban and
rural places and distribute resources and environment rationally.
The Chinese government is promoting a cooperation model between the Government and social capital to support
the construction of new-type urbanization. Small town pilots will focus on the establishment of agricultural shifting
people cost-sharing mechanism,diversified sustainable investment and financing in urbanization mechanism,
reduce-administrative-costs building city mode, reforming and improving the rural homestead system.Demonstration
will be carried out in different regions at different levels in different types.
Officials of Ministry of Construction have studied in Germany,suggested that 3% of its population is agricultural
population, 97% living in towns, 70% of which live in small towns of 10,000 people or less.Contrary to Germany,
most of China's rich people live in cities. In the Bavaria of Germany,there are 18 towns,just like Chinese villages,
with the size of 10 square kilometers, separated by 3 to 4 km. China's urbanization development is to focus on the
countryside,boosting its economy,protecting its environment,constructing its living facilities,to improve the life the
rural people.

Innovation Brings Development
From global prospect,Obama pushed to build high-tech manufacturing centers in America,two centers respectively
in Chicago and Detroit(digital manufacturing and design innovation centers and lightweight modern metal
manufacturing center).So far,the Obama administration has established nationwide 4 advanced centers to
promote the recovery of the
manufacturing, which includes National Additive Manufacturing Innovation Center,with a core of 3D printing
technology, as well as an electronic power manufacturing center. It is reported that the United States also
plans to build a complex material manufacturing center in 2014.
Elevator leading companies in China have consciously integrated into the innovation and development.SJEC,
a listed company in China, showed the latest 3D printing technology to the pupils of a primary school in Suzhou,
from which we can tell that SJEC possesses a 3D printing research center and strives to put it into practice.The
United States is not the only one who applies 3D printing technology,and Pudong area,China,has solid printed
houses, dentures and also glasses.More and more products from 3D printing technology are around us.Moreover,
Shanghai STEP Electric Corporation and Canny Company are marching into the robot field,raising the levels of
robot manufacturing and application and strengthen the competition of Chinese technology.In the terms of elevator

successfully initiates the ACCEL and MULTI cable-less cabin system,contributing to worldwide urbanization,
providing more potential for growth in elevator industry.
